Thomas came to America with his mother and her second husband and first lived in Watertown, MA with the early settlers. He moved with his wife and children and with other pioneers to Hampton, NH. Sarah, his wife, joined the church there 15 October 1699. He bought land in 1656 from William Cole, and was William Cole's sole legatee in 1662. Thomas served on the Grand Jury in 1683, 1693, and 1696.
Thomas and his wife Sarah (Brewer) Webster had nine children, all born in Hampton, NH:

- Sarah, b. 22 Jan. 1661; m. William Lane, Jr., son of William Lane.

- Thomas, b. 20 Jan. 1665; m. Sarah, maiden name unknown.
- Ebenezer, b. 1 Aug. 1667; m. Hannah Judkins, daughter of Joel Judkins. Ebenezer's grandson, Ebenezer, married for his second wife, Abigail Eastman, and they were the parents of Daniel Webster.
- Isaac, b. 12 April 1670; m. Mary Hutchkins.
- John, b. 16 Feb. 1674; m. Abiah Shaw, daughter of Joseph Shaw.
- Joshua, b. 8 Nov. 1676.
